Jeffrey P. Bialos is Executive Director of the Program on Transatlantic Security and Industry at the Center for Transatlantic Relations at Johns Hopkins University’s School of Advanced International Studies. Mr. Bialos is also a partner in the national law firm of Sutherland Asbill, and Brennan and a senior advisor to JSA Partners. Prior to his current activities, Mr. Bialos served in several senior U.S. government positions. Most recently, he was Deputy Under Secretary of Defense for Industrial Affairs (Sept. 1999-Jan. 2001). Mr. Bialos received his J.D. degree from the University of Chicago Law School, a Master’s degree in Public Policy from the Kennedy School of Government at Harvard University , and an A.B. in history, magna cum laude, from Cornell University ’s College of Arts and Sciences.

Robert Bruce is the U.S. Defense Department's principal advisor and focal point for armaments cooperation programs, issues, and activities with allied and friendly nations in Europe, the former Warsaw Pact, and Canada. He frequently represents the Department in high level bilateral and multilateral meetings related to armaments cooperation, interoperability, and standardization, and advocates and facilitates armaments cooperation activities and processes. Retiring from the US Army after twenty-eight years, Mr. Bruce held a number of command and staff positions within the Field Artillery community before entering the Research and Development career field. He has served in the U.S. Mission to NATO; and as Chief of the Airborne Test Branch of the U.S. Army Airborne Board.

Jonathan Hoyle, CBE, has been Minister for Defence Materiel at the British Embassy, Washington DC since November 2004. He is responsible for all bilateral defense procurement relations with the United States . Prior to this, Jonathan was the Director of the Main Building Redevelopment project. The project was for the redevelopment of the Head Office of the Ministry of Defence and subsequent building services support. Earlier, Jonathan completed an MBA at Cranfield University . Previous MoD experience includes the Private Finance Unit, finance and secretariat responsibility for Eurofighter 2000, Middle East Defense relations and a tour in a junior Minister’s office. In his spare time Jonathan likes to sample his wife’s cooking (she is a chef) and worries about 3 putting from 12 feet (handicap 8).

Terry J. Pudas has served as the Deputy Director, Force Transformation since October 2001. He graduated from University of Washington in 1969 with a Bachelor of Science degree. He also holds a Master of Arts degree in National Security and Strategic Studies from the Naval War College and a Master of Arts degree in Management from Webster University. He entered the Navy in 1969 and was designated a naval aviator in May 1971. He commanded at both the squadron and wing level. He served as Air Officer on board USS MIDWAY (CV-41) deployed to the Persian Gulf and conducted operations in support of Desert Shield and Desert Storm. Terry Pudas retired from the Navy in September, 2001 with over 32 years of service after serving as the Deputy and Executive Assistant to the President of the Naval War College in Newport, Rhode Island.

Alfred G. Volkman is the Director, International Cooperation for the Under Secretary of Defense (Acquisition, Technology and Logistics). He is responsible for establishing international Armaments cooperation policy, ensuring that policy is properly implemented and engaging with US allies and friends around the world to achieve closer cooperation. Mr. Volkman has a long history in international cooperation beginning in the late 1970’s when he negotiated the initial agreements with the United Kingdom that resulted in the cooperative development of the AV-8B Harrier Aircraft. In the early 1980’s he served on the NATO Air Command and Control Systems team in Brussels, Belgium. Mr. Volkman has served in a variety of international staff positions for both the Department of the Navy and the Office of the Secretary of Defense. Mr. Volkman has a Bachelor of Arts degree from Valparaiso University and a Master of Business Administration from George Washington University.
